Non-Financial Cooperatives Supervision

One of the core mandates of the Rwanda Cooperative Agency is to regulate cooperatives and supervising them is one of the main activities done in order to prevent threats or detect them if any.

The cooperative movement is playing a central role in promoting inclusiveness, sustainable development and economic transformation. It is a unique form of self – help organization, pooling members’ resources to achieve economies of scales, while serving as a platform for policy dialogue and multi-dimensional promotion of the members’ wellbeing. RCA as regulatory Agency puts more efforts in the implementation of cooperative Law, the cooperative policy and related strategies in order to build the sustainability of cooperatives towards the economic development of the country.

Cooperatives may face issues such as poor governance, financial management issues, bookkeeping issues, limited knowledge on cooperative law, limited market access for their products, low prices for some products as well as issues related embezzlement and fraud, to mention but a few.

To handle those issues, RCA conducts inspections and audits of non-financial cooperatives, for primary cooperatives, unions, federations and the confederation.

Cooperative Inspection:

RCA inspect the establishment, functioning, activities and financial affairs of a cooperative. The main purpose of the inspections is to full-scan the cooperatives’ governance, management and then link them to the current economic development in order to advise them accordingly.

Cooperative Audit

Audit of non-financial cooperatives is carried out to assist closely all cooperatives to realize their managerial and financial procedures as effective as possible.

RCA conduct audit on governance and management of cooperative organizations with the aim that all cooperative registered comply with accounting standards. All audit reports are submitted and presented to the general assembly of cooperatives and RCA ensure that the recommendations of the audit have been implemented.

RCA provides assistance in selection and certification of external audits of non-financial cooperatives; that external audits conducted in cooperatives comply with the cooperative law and regulations and all their reports are submitted to RCA;

RCA set up a consolidate and update database of people suspected to have committed cooperative related offences and work closely with competent organ in charge and assist audited cooperative to recover the embezzlements if applicable.
